Larry Grayer, Of Counsel at Protorae Law, is a former General Counsel who focuses on government contracting and provides general legal counseling on federal law matters to large, mid-tier, and small corporations.

Larry was previously employed for over eight years by DynCorp International, a multi-billion dollar global services provider, most recently serving as its General Counsel, Senior Vice President, and Corporate Secretary.  At DynCorp, Larry provided legal and strategic business advice and counsel to the CEO, senior management, and the Board of Directors on a wide array of matters including: complex litigation and investigations; mergers, acquisitions, divestitures, and joint ventures; global transactions and contracts; government regulatory compliance; corporate governance; intellectual property; employment and labor law; and risk management and mitigation.  Larry has also served as a Board Member, General Counsel, and/or other officer positions with 15 incorporated subsidiaries, joint ventures, and other majority and minority ownership interest entities of DynCorp.

In 2014, Larry was one of two finalists for Outstanding Chief Legal Officer by the Washington Metropolitan Area Corporate Counsel Association (WMACCA) and his Legal Department was named one of four finalists for 2014 Outstanding Law Department by WMACCA.

Prior to his employment with DynCorp, Larry served as the Assistant General Counsel with the Amalgamated Transit Union in Washington, DC for seven years.  Larry also was an Associate with the law firm of Hack, Piro, O’Day, Merklinger, Wallace & McKenna in Florham Park, NJ.  In addition, Larry has served as a Law Clerk for Justice John J. Clabby with the New York State Supreme Court; Corporation Counsel, City of New York; New York Stock Exchange, Enforcement Division; and as an intern for Congressman James H. Saxton in Washington, DC.

Larry was also a member of the President of the United States’ Committee on Employment of People with Disabilities.  He founded and actively maintained an International Disaster Relief Fund, creating an oversight committee to approve and distribute donations to victims and an affiliated entity to manage foreign contributions.  Larry has served as counsel to the Board of Directors for a charitable foundation supporting Multiple Sclerosis research.  He is actively involved in various pro bono activities, and is proud of his work with the American Bar Association’s corporate counsel law school speaker program.

Larry received his Juris Doctorate from St. John’s School of Law, where he served on two law reviews.  An avid legal writer, he has authored published articles for several law reviews.  He received his Bachelor of Business Administration from The George Washington University.

Larry lives with his family in Great Falls, Virginia and is very active in his community.
